Azure Test Plans vs Zephyr Scale
Feature checklists rarely decide anything. What decides it is the pricing metric, who has to write the tests, and which limitation you can live with.
Entry price
From $52 per user/month (Basic + Test Plans, 30-day trial)
PaidFrom $10 per month flat for up to 10 users ($100/year)
PaidWhat drives the bill
The metric that actually scales your invoice.
Azure DevOps Basic alone is free for the first 5 users then $6 per user/month; adding Test Plans takes it to $52. One of the more expensive per-user test management licences, but it folds into an existing Azure DevOps agreement.
Like Xray, priced per Jira user via the Marketplace, so it bills every Jira user rather than just testers. Beyond the 10-user flat tier expect about $5.68/user/month (e.g. $6,810/year for 100 users), dropping with volume. Zephyr Squad is a cheaper, lighter sibling product.

Strengths
- Native traceability between work items, code, pipelines and tests.
- No extra vendor if you already run Azure DevOps.
- Solid exploratory testing capture through the browser extension.
- Purpose-built case repository with parameterisation and shared steps that scale better than issue-based storage.
- Cross-project reporting for programme-level quality visibility.
- Version history on test cases, which matters for audit.
Limitations
- Expensive per user compared to standalone alternatives.
- Weak outside the Microsoft ecosystem.
- Interface and reporting lag dedicated test management tools.
- Two similarly named products (Squad and Scale) cause genuine purchasing confusion.
- Still bound to Jira's performance envelope.
- Per-Jira-user pricing again inflates cost for large organisations.
Best for
Enterprises fully committed to Azure DevOps.
Larger Jira organisations with test libraries big enough that reuse matters.
All of these integrate with: Azure DevOps, Selenium.
